CONFERENCE AGENDA
DAY ONE:
SEPTEMBER 16,2025
Compliance in Motion: Precision, Process, Progress
10:00 - 10:50 am ET | Barbara Boccia, CRCM, MBA, JD

10:00 - 10:50 am ET | Barbara Boccia, CRCM, MBA, JD
As the financial landscape transforms with accelerating complexity, the financial institutions (FIs) that will thrive are those that have built a strong, adaptive compliance program around three core interlocking concepts. First, it precisely aligns with essential regulatory obligations, examiner expectations, and trends. Next, it has effective and efficient processes and controls in place to manage risk and address evolving customer needs. Finally, it is poised and ready for change to support enterprise goals in an evolving competitive landscape.
This opening session serves as the ignition point for the BOL Operations Triage Conference and sets the tone for two days of focused discussion around developing a blueprint to keep all of the gears moving in your deposit and operations programs. In this session, we will:
• Review the regulatory shifts underway during the first 9 months of the Trump administration and explore how to adapt to a new era of enforcement. We will discuss how changes at the federal level are being counterbalanced at the state-level and address evolving trends.
• Discuss considerations for optimizing legacy systems, tightening workflows, and laying the foundation for automation and artificial intelligence (AI). With increasing pressure to do more with less, successful FI’s must leverage all the tools in the shed to be ready for unexpected ways of growing the business.
• Look ahead to the emerging competitive landscape that is not waiting around for us to catch up. With a glimpse of the next generation of financial products and services, you will be able to help your FI shift priorities, maximize capabilities, and stay in the race.
Greasing the Gears: Navigating Reg E Without Grinding to a Halt
11:00 - 11:50 am ET | Brian Crow, CAMS

11:00 - 11:50 am ET | Brian Crow, CAMS
In the fast-moving world of electronic payments, hitting Regulation E roadblocks can jam the whole machine. Applying 50-year-old regulatory language to modern technology presents challenges to even the most experienced operations and compliance staff. We’ll cover real-world applications of Reg E – from initial claims to final resolution, and equip you with the tools you need to manage risk without stalling productivity.
In this session we will:
- Break down the essential Reg E requirements that impact operations and compliance workflows,
- Recognize how to handle unauthorized EFT claims efficiently and within required timeframes,
- Strengthen communication between compliance and frontline teams to reduce friction and increase accuracy,
- Refine investigation and documentation practices to support audits and examinations,

Demystifying Reg CC: Be the Hero of Funds Availability
12:00 - 12:50 pm ET | Rebekah Leonard, CRCM

12:00 - 12:50 pm ET | Rebekah Leonard, CRCM
Are your deposit ops teams running in circles over funds availability and check holds? Reg CC hasn’t exactly kept pace with the speed of modern banking – leaving outdated rules and confusing exceptions in place to jam up your operational engine. In this dynamic session, we’ll clean out the regulatory gunk and learn how to apply the rules with confidence. Get ready to decode availability schedules, avoid snags in your processes, and become the operational MVP who keeps everything in motion.
In this session, you will learn how to:
- Identify and eliminate outdated practices that are slowing your processes down,
- Pop the hood on availability schedules – understand what’s required, what’s flexible, and where holds really belong,
- Shift gears with confidence as you learn how to handle exception holds, returned items and large deposits,
- Prevent breakdowns and learn to spot and correct common compliance potholes that can lead to consumer harm, costly errors, or examiner findings, and
- Keep your deposit operations firing on all cylinders as you streamline processes and optimize your operational fuel efficiency.

Navigating New FDIC Signage Rules
2:00 - 2:50 pm ET | Carl Pry, CRCM, CRP, JD

2:00 - 2:50 pm ET | Carl Pry, CRCM, CRP, JD
Banking has taken a sharp turn since the FDIC last updated its signage rules almost 20 years ago, and the road ahead looks very different. The FDIC’s final rule on Official Signs and Advertising Requirements (12 CFR Part 328) is rerouting how banks comply with parts of the rule already in effect as of May 2025, and other key digital provisions set to engage in March 2026.
Don’t get lost as you switch across three distinct regulatory lanes: updated physical signage requirements, newly required digital signage, and enhanced non-deposit product differentiation signage. This session will provide you with technical specifications and practical examples to synchronize your advertising channels to ensure compliance across every branch, screen and ad. In this session you will learn how to:
- Explore how the rule requires FDIC official signs to be posted in key digital locations, including your website or apps home page, landing or login pages, and deposit transaction interfaces. We will discuss the specifications for continuous display in close proximity to your bank’s name. (Hint: It’s no longer at the bottom of the web page.)
- Learn how to clearly differentiate non-deposit product disclosures, like for mutual funds, annuities, and securities, and distinguish these from FDIC-insured deposits to avoid customer confusion.
- Clarify what remains untouched, including the official advertising statement rules, and avoid the pitfall of overhauling what does not need to change.
- Verify signage at teller windows, night drops, new account desks, branches, ATMs and hybrid spaces where both deposit and non-deposit activities occur, ensuring visibility and alignment with updated standards.
Rules of the Road for Regulation DD
3:00 - 3:50 pm ET | Rebekah Leonard, CRCM

3:00 - 3:50 pm ET | Rebekah Leonard, CRCM
The Truth in Savings Act (Regulation DD) is the engine of trust that drives transparency and consumer confidence in your deposit operations. It helps customers understand exactly what they’re signing up for and how their accounts really work so that they can make informed decisions. But like any high-performing machine, one misaligned gear – a missing disclosure, a misquoted APY, or a poorly worded ad – can throw the whole system off balance.
In this power-packed session, we’ll fine-tune your knowledge of Reg DD, uncover hidden compliance traps, and help you build a system that runs efficiently and is examiner-ready. Join us as we help you:
- Tighten the bolts on your marketing materials to ensure that promotions, website content and social media posts stay compliant with Reg DD advertising requirements,
- Get precise directions for navigating the FFIEC calculator, understand the mechanics behind accurate APY disclosures, and learn how to adjust smoothly when rates change,
- Inspect your account opening process and confirm that initial disclosures are complete, timely, and tailored to your account types,
- Prevent system stalls with compliant periodic statements that are accurate and include all required elements to avoid costly errors and customer confusion, and
- Maintain your speed on emerging issues, hot topics, and examiner focus areas.

What's That Noise? FCRA in Your Deposit Ops
3:00 - 3:50 pm ET | Rebekah Leonard, CRCM

3:00 - 3:50 pm ET | Rebekah Leonard, CRCM
The Fair Credit Reporting Act (FCRA) isn’t just for lending – it plays a critical role in deposit operations too! If you’re not paying attention, hidden FCRA traps can grind your processes to a halt. From new account screening to adverse action notices and reporting to consumer agencies, this session will help you tighten the bolts and eliminate friction in your compliance engine.
In this session, we’ll break down what’s required, what’s risky, and what’s often overlooked – so your financial institution stays on track. You will learn how to:
- Pinpoint key FCRA pressure points within your deposit operations process, (yes, it’s in more places than you think), including account opening, consumer reporting and data sharing – areas where regulatory misalignment can stall operational efficiency,
- Tune-up your compliance program for consumer report usage by verifying permissible purpose, calibrating screening workflows, and triggering adverse action notices appropriately,
- Maintain data integrity and smooth workflows by adhering to furnisher obligations, ensuring accurate reporting, effective dispute management, and a closed-loop correction process with consumer reporting agencies (e.g., ChexSystems),
- Configure prescreening and affiliate marketing practices to comply with FCRA constraints, avoiding unauthorized data flow and mitigating regulatory risks,
- Integrate FCRA-driven controls into broader risk systems, including Red Flags Identity Theft prevention programs and secure disposal protocols, to maintain end-to-end compliance across the operational lifecycle, and
- Walk away with practical tips (and a few horror stories) that’ll make you the FCRA pro your ops team didn’t know they needed.
Virtues & Vices: Banking on the Edge
4:00 - 4:50 pm ET | Brian Crow, CAMS

4:00 - 4:50 pm ET | Brian Crow, CAMS
Is your FI considering rolling the dice and entering zones that have blurred lines between mainstream and high-risk activities? Everyday customers now routinely engage in behaviors once considered fringe – from online gambling and sports betting to adult entertainment and cannabis commerce. As federal and state regulators struggle to keep pace with this cultural and economic shift, compliance teams are left to navigate in areas that have no GPS and no cell service. In this session we will help you:
- Understand the shifting societal perceptions that are driving mainstream engagement with previously stigmatized industries,
- Apply practical tools and techniques for due diligence, customer onboarding and risk-based oversight in high-risk sectors,
- Consider the elimination of reputation risk as an exam focus
- Develop methods for communicating with Management and the Board when they approach you about higher-risk industries
- Navigate ethical ambiguity and shine a light on real-world risk indicators and transaction patterns associated with vice industries, and
- Develop adaptable compliance strategies that balance idealized expectations with operational realities and potential reputation risk.
